Programme Manager
Sightsavers implements projects in over 30 countries in Africa and South Asia working to eliminate avoidable blindness and promote the rights of people with disabilities. We are looking for a Programme Manager to support a number of exciting programmes and projects that work the elimination of NTDs and better eye health on a national basis.

About the role
In this position you will lead on programmatic management for the implementation of the NTDs and Eye Health projects in Guinea. You will be responsible for the delivery of NTD programme targets, provision of programme management guidance and direct technical support to build the development of integrated NTD programmes and advocacy for the elimination of NTDs on a national basis.
You will join Sightsavers at an exciting time, leading on several established, successful programmes as well as impending new ones.
As Programme Manager, your key duties and accountabilities will include:
Strategic Programme Planning and Development (20%)
- Strategically plan processes to successfully drive direction and delivery and ensure objectives are met
- In collaboration with key stakeholders, lead the development of country level action and implementation plans for eye health projects, to scale up integrated mass drug administration and support to the five leading NTDs – trachoma, onchocerciasis, lymphatic filariasis, soil transmitted helminths and schistosomiasis.
- Mapping of NTDs to ensure that prevalence trends are effectively tracked and the data collected is used to develop integrated/co-implemented NTD programmes.
Country Programme Management (15%)
- Provide effective management, coordination, technical advice and resource allocation
- Establish and maintain effective relationships with the Ministry of Health and other partners
- Identify, develop and evaluate new approaches and tools, including logistics and drug audits, to support national scale-up of mass drug administrations.
- Ensure proper partner accountability for Donors and Sightsavers funds
Monitoring and Evaluation (15%)
- Lead on supporting country teams in developing a system for monitoring and evaluating NTD programme performance.
- Provide direction and support to assist country research teams and help them to identify operational research opportunities to improve the efficiency and effectiveness of NTD elimination efforts.
Programme Delivery (25%)
- Manage all aspects of the programme cycle
- Liaise and work with the Global Technical Lead (NTDs), UK, the Ministry of Health and Education and other internal expertise as required.
Advocacy and Strategic Alliances (10%)
- Build and maintain meaningful working relationships with a variety of partners, stakeholders and NGOs
- Represent Sightsavers at appropriate national/regional/global forums.
Fundraising (5%)
- Provide assistance in identifying possible funding sources
Research (5%)
- Assist project teams and country Ministries of Health in disseminating information on NTD activities, studies, research and lessons learned at national and international level.
Child Safeguarding 5%
- Providing support and advice on safeguarding to colleagues in-country.
- Working with Safeguarding focal person to ensure partners have appropriate child safeguarding policies and procedures in place.
This role involves frequent national travel to support partners in the field, sometimes multiple times a month for up to one week at a time. Some international travel will also be required.

About you
As the successful candidate you will be an experienced Programme Manager, with experience of managing multiple programmes/projects and a strong understanding of the Guinea health system. You will also have the following:
Essential:
- Project management skills.
- Significant experience of strategic programme development.
- A demonstrated record of accomplishment in developing and managing public health programmes.
- Understanding of the health system in Guinea.
- Experience of monitoring and evaluation.
- Experience of building and maintaining relationships with Government officials, NGO leaders, stakeholders and partners.
- Excellent presentation skills.
- Ability to deliver group training sessions.
- People management skills with a strong diplomatic understanding of culturally and ethnically sensitive issues.
- Able to travel regularly on a national and international basis.
- An understanding of and commitment to equality of opportunity for disabled people.
- This role includes Safeguarding responsibilities and as such any successful applicant will undergo a local police check or similar to ensure suitability for the position.
Desirable:
- Technical knowledge of one or more of the five leading NTDs.
- Experience of managing an integrated NTD programme in Africa, ideally in an international context.
- Experience of logistics and supply chain management.
- Safeguarding experience
- Experience of advocacy.
